If you’re a nurse or other hospital employee and your federal student loans sit in the Saving on a Valuable Education (SAVE) Plan forbearance, the plan you move to next builds Public Service Loan Forgiveness (PSLF) credit only if your employer qualifies. For hospital staff, the employer question comes first.
The Department of Education says that if you don’t choose a plan, “your loan servicer will move you to a different plan.” Your deadline runs 90 days from your servicer’s notice. Before it arrives, you can check your employer with the Department, choose a plan yourself and certify your employment.
When do nurses and hospital staff have to leave SAVE?
Your deadline to leave the SAVE Plan is 90 days after your loan servicer’s notice. Nelnet, a federal student loan servicer, says in its end-of-SAVE FAQ, “Our notification informs you of the deadline to choose a new plan,” and that notices arrive by email or mail, depending on your communication preference. Nelnet is reaching its borrowers in waves and tells them, “You’ll receive your notice by the end of 2026.” Its FAQ also says you don’t have to wait for the letter to move forward.
Forbes’ Robert Farrington reported on September 29, 2026 that some borrowers were posting on social media that the dates in their servicer accounts had moved 14 to 30 days later. He wrote that the changes didn’t appear universal and that the Department hadn’t responded to a request for comment. Work from the deadline in your servicer’s notice.
Our SAVE notice playbook covers the notice and the full 90-day window, and our post on teachers leaving SAVE walks through the same exit for public school teachers.
Why check my employer before choosing a plan?
Hospital work counts toward PSLF only when your employer qualifies. The Department of Education’s PSLF page says qualifying employment is “about who you work for,” not the job you do. It lists three kinds of eligible employer: government organizations at any level, nonprofits that are tax-exempt under Section 501(c)(3), and other not-for-profit organizations “that devote a majority of their full-time equivalent employees to providing certain qualifying public services.” For-profit organizations, “including for-profit contracted organizations,” are on its ineligible list.
In general, the Department says, you must be directly employed by a qualifying employer and receive a W-2 for that employment. Look up your employer in the Department’s PSLF Employer Search; its classification is the answer that counts. If a professional employer organization (PEO) is your co-employer, the Department says that for PSLF purposes you’re a direct employee of the non-PEO employer, not the PEO.
Our guide to PSLF for nurses covers the program for nursing roles; the wider sector is in our guide to student loan forgiveness for healthcare workers.
What if a contracted group or agency employs me?
In the Department of Education’s words, “employees of contracted organizations, that are not themselves a qualifying employer, won’t qualify for PSLF.” If an agency or contracted company employs you, PSLF looks at whether that company is itself a qualifying employer.
The Department describes an exception for contracted employees. Where state law prevents an otherwise qualifying employer from hiring someone directly for a position or service, a contracted employee can still qualify. The exception is most common, according to the Department, in states whose laws keep health care facilities from hiring directly, so they contract with physicians’ groups. In that case, you report the qualifying employer’s employer identification number (EIN) on your PSLF form, not the EIN on your W-2 or 1099, and an authorized official at the qualifying employer certifies your employment.
Do two hospital jobs add up to full time?
Hours at two hospital jobs can add up to PSLF full time if both employers qualify. The Department of Education defines full time for PSLF as working for a qualifying employer or employers for a weekly average, “alone or when combined,” of at least 30 hours. The regulation, 34 CFR 685.219, describes it as “qualifying employment in one or more jobs,” so hours at an employer that doesn’t qualify don’t add to the average.
Paid leave counts toward PSLF full-time hours too. Routine paid vacation, paid leave and leave taken under the Family and Medical Leave Act are, the Department says, “to be included when determining if you are working full-time.” Unpaid volunteer time isn’t.
What happens to a nurse’s PSLF track if the 90 days run out?
If your 90 days run out before you choose, your loan servicer picks a plan for you. Nelnet says SAVE borrowers “will be automatically placed” in either the Standard Repayment Plan or the new Tiered Standard Plan, depending on when their loans were disbursed. Borrowers with a pending SAVE application may be moved to the plan they were on before they applied.
The Tiered Standard Plan doesn’t count toward PSLF. The Department of Education’s PSLF page says, “Payments made under the Tiered Standard Plan do not qualify for PSLF.” The same page lists the 10-year Standard plan as qualifying, though under it your loans are generally paid in full by the time you’ve made 120 qualifying payments, leaving no balance to forgive. The Standard Repayment Plan for Direct Consolidation Loans is on its list of plans that don’t qualify. Check which Standard plan your servicer names.
Which plans keep a hospital employee’s PSLF payments counting?
The Department of Education lists all income-driven repayment (IDR) plans and the 10-year Standard plan as qualifying. The income-driven plans are the Repayment Assistance Plan (RAP), Income-Based Repayment (IBR), Income-Contingent Repayment (ICR) and Pay As You Earn (PAYE).
Its IDR FAQ sets the RAP payment at 1% to 10% of your adjusted gross income, divided by 12 and reduced by $50 for each dependent, with a $10 minimum. For IBR, the figure is 10% or 15% of discretionary income, and the FAQ says an IBR payment is never more than the 10-year Standard amount. PAYE and ICR are being retired no later than July 1, 2028, and the Department’s eligibility table limits both to loans disbursed before July 1, 2026. RAP’s formula and subsidies are in our explainer on how the Repayment Assistance Plan works.
Do a nurse’s SAVE forbearance months count toward PSLF?
Months in the SAVE forbearance don’t count toward PSLF “unless you buy back the months you were in that forbearance,” according to a SAVE Plan FAQ from Federal Student Aid’s ombudsman office dated September 14, 2026. The Institute of Student Loan Advisors (TISLA) hosts the FAQ.
The Department’s PSLF Buyback page says buyback is open only “if you already have 120 months of qualifying employment,” and months spent enrolled in RAP or the Tiered Standard plan can’t be bought back. For a borrower pursuing PSLF who isn’t eligible for buyback or doesn’t plan to use it, the ombudsman FAQ says “you’ll reach your required 120 qualifying monthly payments faster” on a PSLF-eligible plan. Our post on who needs PSLF buyback explains how buyback is priced and requested.
You can end the forbearance early. If you’re in a forbearance that doesn’t count and want to make qualifying payments, the PSLF page says you can “contact your federal student loan servicer to waive” it. Nelnet adds that once your new plan is processed, your SAVE forbearance ends, even inside your 90 days.
What should nurses and hospital staff do before the SAVE deadline?
Before your deadline, you can find your servicer’s notice, look up your employer, certify your employment, compare plans on your own numbers, then apply and confirm the change.
Find the letter that starts your clock. Nelnet says its notice gives the deadline.
Look up your employer. The PSLF Employer Search gives the Department’s classification. If a contracting group employs you and it isn’t itself a qualifying employer, read the state-law exception on the Department’s PSLF page. Under it, an authorized official of the qualifying employer, not your contracting group, certifies your employment.
Certify your employment. The Department advises certifying “every year and any time you change employers,” and its PSLF Help Tool lets you request your employer’s certification and signature electronically.
Run the comparison on your real numbers. The Repayment Calculator on StudentAid.gov shows the plans you’re eligible for and estimated monthly payments.
Apply, then confirm it processed. A change can take 7 to 14 days to show on your StudentAid.gov dashboard, the Department says, so check there and with your servicer.
Where Finnita fits
Finnita is a specialist student loan enrollment service that focuses exclusively on federal repayment and forgiveness programs. We’re offered through an employer, and the borrower comes to us; borrowers pay for the service, and employers pay nothing. We enroll customers in the federal programs they qualify for and handle the recertification that keeps them enrolled. Our guide to federal student loan forgiveness in 2026 places PSLF beside the other federal programs.
Only 5% of PSLF-eligible borrowers succeed on their own. The Finnita figures that follow are service-wide aggregates across all customers and all programs, not projections for any individual. Finnita customers save an average of $468/month across all enrollees. 98% of Finnita customers are successfully enrolled. 100% refund if we can’t enroll you. Borrowers can see their projected savings in about 60 seconds.
Frequently asked questions
Does paid leave count toward PSLF full-time hours?
Yes. The Department of Education says routine paid vacation or paid leave, and leave taken under the Family and Medical Leave Act, are included when determining whether you work full time. Unpaid volunteer time isn’t included.
Whose EIN goes on my PSLF form if I’m a contracted employee?
Under the state-law exception, the qualifying employer’s. Where state law keeps a qualifying employer from hiring directly for a position or service, the Department of Education says the contracted employee reports the qualifying employer’s EIN on the PSLF form, not the EIN on their W-2 or 1099, and an authorized official there certifies the employment. Outside that exception, employees of a contracted organization that isn’t itself a qualifying employer don’t qualify.
Who signs my PSLF form at a hospital?
An official who has access to your employment or service records and is authorized by your employer to certify your employment. This is often someone in the human resources department, the Department of Education says, though a supervisor or someone else may be authorized. Under the state-law exception, it’s an official of the qualifying employer, not your contracting group.
What if my SAVE application was still pending?
Nelnet says borrowers with a pending SAVE application “may be moved to the plan they were in before submitting their application.” The Department of Education says borrowers in forbearance because they applied for the SAVE Plan must still select a new repayment plan.
