July 2026 — Federal Student Loan Update: July 2026. Six changes took effect: the Education Department began mailing 90-day plan-selection notices, the Repayment Assistance Plan opened, PAYE and ICR closed to new enrollment, a federal court vacated the PSLF employer rule, Grad PLUS ended for new graduate and professional students alongside new borrowing caps, and the auto-pay interest discount rose to 1%. How these updates are reported
Each issue cites three to five authoritative external sources, at least one or two of them published within the previous 90 days, with direct links. Quotes run under fifteen words and carry a name, an outlet, and a date. Court rulings are checked against the opinion or the docket rather than against secondary coverage, and where a primary source cannot be reached, the issue says so rather than settling the point on secondary agreement. Where a regulation and the Department’s own guidance disagree, the issue states the discrepancy instead of picking a side.
